The new bill authored by State Sen. Steve L. Nass seeks to ensure parents are promptly informed about credible reports of sexual misconduct by school staff to increase transparency and safety, according to the Wisconsin State Senate.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "parental notification of alleged sexual misconduct by a school staff member. (FE)".

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill mandates that school boards, governing bodies of private schools, and charter school operators notify parents or guardians by the end of the day upon receiving a credible report of alleged sexual misconduct by a school staff member, identifying the pupil as a victim or target. A report is deemed received when it reaches a licensed individual employed by the school district, charter school, or private school. The bill defines sexual misconduct as communication or intentional touching aimed at sexual degradation, humiliation, arousal, or gratification. Additionally, school boards are required to annually inform parents and guardians about accessing school employee discipline records under state public records law. The act applies to reports received on or after the bill's effective date.

The bill was co-authored by Representative Benjamin Franklin (Republican-88th District). It was co-sponsored by Representative Elijah R. Behnke (Republican-6th District), Representative Lindee Rae Brill (Republican-27th District), and Representative Barbara Dittrich (Republican-99th District), along 12 other co-sponsors.

Steve L. Nass has authored or co-authored another 31 bills since the beginning of the 2025 session, with none of them being enacted.

Nass graduated from the University of Wisconsin-Whitewater in 1978 with a BS.

Nass, a Republican, was elected to the Wisconsin State Senate in 2015 to represent the state's 11th Senate district, replacing previous state senator Neal Kedzie.

In Wisconsin, the legislative process starts when a senator, constituent, group, or agency proposes an idea for a bill. After drafting, the bill is introduced, numbered, and referred to a committee for review and public input. If approved, it moves through three readings and votes in both the Senate and Assembly. Once both chambers pass the same version, the bill goes to the governor, who can sign it, veto it, or let it become law without a signature. Only a small share of bills introduced each session ultimately become law. You can learn more about the Wisconsin legislative process here.
